  Detroit - Pre-sale inspections are back in force
On January 1st of 2005, the City of Detroit resumed mandatory pre-sale inspections after a temporary hiatus do to an ongoing legal battle. As of October 27th, 2004, the Detroit City Council unanimously voted to immediately re-establish mandatory pre-sale inspections. We told you first when the City of Detroit halted all inspections last year. We also told you that we expected that the mandatory inspections would be back into effect sometime before the end of the year and they did.

Once again, home buyers will need an assume responsibility for any code violations and sign an ACR with the City of Detroit to close legally. As of 06-01-06 inspections are taking about 3 to 5 days from date of order. If requested the inspector will leave a copy of the report at the house or if you prefer, the building department will mail a copy to the applicant in seven to ten days. 

Should the inspector not feel safe upon arriving at the property (e.g. one or more of the doors or windows is open and not secured, or a pit bull is loose on the property, or if the neighbors are shooting at him) he will leave and you will have to pay $100 for a second trip. We recommend from experience that the buyer or buyer's agent go by the property the morning of the inspection, say around 9:30 and verify that the home is secure, walk around and check all doors and windows. If the property is not secure, call our office immediately so we can address the problem. If time allows, we can send a crew to re-secure the property, or we may ask you that you wait for the inspector to arrive to accompany him through the property. 

Note: Most inspections occur between 10 a.m. and 2 p.m.
  Dearborn - Cash escrows are even required for homes to be demolished

The City of Dearborn requires a minimum cash escrow of $10,000 for a single family and $13,000 for a two family in order to close on any home slated for demo.  The buyer or seller have 120 days to remove the home or the City will use the escrow to complete the demo.  Contact the Dangerous Buildings Department for more info at 313-943-3312.1

UPDATE:  The minimum size for a buildable lot is 3500 square feet.  If your lot size is less, then the lot's resale value plummets quickly.

 

 Ecorse, Westland, Lincoln Park and Taylor get tough on REO's

The building departments at Ecorse, Westland, Lincoln Park and Taylor are cracking down on bank owned homes like never before. Building and ordinance inspectors from each city have stepped up the their monitoring of vacant properties.  Recently, the City of Ecorse began enforcing a $5,800 cash escrow in order to close without a full certificate of occupancy.  Westland and Taylor, not used to having many vacant homes, are starting to be more strict as well.  You can find more information on pre-sale inspections in Metro Detroit, check out our city information web page.
